Resident participation grants are granted for the maintenance of community centres and the coordination of their activities, as well as for the development of structures and methods that improve residents' participation.

As a rule, resident facilities maintained with the support of the city should be openly available and free of charge to Helsinki residents and should be used in a diverse manner and in cooperation with various actors.

The activities supported should promote cooperation between residents and the city, involve residents in planning and decision-making, and offer residents opportunities to influence the revitalisation and improvement of their local environment.
