Responsibility and accessibility criteria

The minimum responsibility and accessibility criteria are part of the eligibility criteria and their fulfilment is a condition for receiving a general grant. Scorable responsibility and accessibility criteria can be used to increase the amount of the general grant.

For each criterion, you can select the option ‘Yes’ or ‘No’. The ‘Yes’ option is selected only for those criteria that will be fulfilled by the association's activities at the time of submission of the application and during the period of use of the grant. For some criteria, you can also select the option ‘Not applicable to our association’. Each criterion marked with ‘Yes’ and ‘Not applicable to our association’ must be verifiable.

It must be possible to verify that the responsibility and accessibility criteria have been met. Each grant recipient will be subject to a periodic, more extensive audit, including monitoring of compliance with responsibility and accessibility criteria. The audit will pay attention to the accuracy of the information provided by the associations.

Minimum criteria for responsibility and accessibility

To be eligible for a general grant, applicants must meet the following minimum criteria for responsibility and accessibility when applying for the grant:

All employees hired by the organisation have written employment contracts.
All paid employees in the organisation have a designated supervisor.
Up-to-date information on the organisation can be found in the Finnish Patent and Registration Office’s Information Service of the Finnish Register of Associations or in the Virre information service.
The organisation's operations, financial management, accounting and auditing of accounts or activities are carried out in accordance with the law.
The organisation collects data on participants in accordance with data protection legislation.
The organisation informs participants that their participation data may be shared with the City to monitor the use of the grants.
The organisation will immediately notify the City of Helsinki Sports Services if serious omissions or violations of any of the minimum criteria for responsibility and accessibility occur in its operations.
The association has up-to-date rules.
The association maintains a list of its members, in which the name and domicile of each member is entered in accordance with the Associations Act.
The association holds its meetings at the times specified in its rules.

The organisation checks the criminal records of all employees working with under-18s and all volunteers starting to work with under-18s.
The organisation does not tolerate racism, sexual harassment, gender-based harassment or inappropriate behaviour. Activities in breach of these policies are actively prevented, are always taken seriously and incidents are dealt with promptly.
The use of nicotine products, alcohol or other intoxicants is not permitted in the organisation's activities for children under 18. The use of these is actively prevented and incidents are dealt with without delay.

The participation of an assistant of a person with a disability in activities organised by the organisation is free of charge.

The use of doping or fitness doping is not permitted in the organisation's activities. Any breaches will be dealt with promptly.
No manipulation of competition is allowed in the organisation's activities. Any breaches will be dealt with promptly.

Scoring criteria for responsibility and accessibility

The following scoring criteria will accumulate a responsibility and accessibility bonus, which will increase the amount of the operating component of the general grant. For each criterion, the number of responsibility and accessibility points is indicated.

Criterion Scoring
The association has carried out an anonymous feedback survey on participants within the last two years. This survey also reviewed the experiences related to a safe operating environment and potential observed cases of bullying or other inappropriate behaviour within the association's activities. 2
The association's paid staff, coaches and instructors have taken the Family Federation of Finland's ‘You are not alone’ online course. 1.5
The association has a children's sports policy on recreational activities for children and young people, which promotes child-centred and safe recreational activities where the rights and wellbeing of the child are paramount. 1.5

Criterion Scoring
The association offers reduced participation fees or subsidies for people to whom the cost of activities is a barrier to participation. 1.5
In addition to any possible competitive activities, the association organises non-competitive recreational activities, which are easily accessible and reasonably priced and do not require previous experience, long-term commitment, a high level of skill or any special equipment from the participants. 1.5
The association has a regular training group for adaptive sports. 1.5
The association communicates on the matters of accessibility related to its training facilities on its website or social media channels, including topics such as stairs, surface materials, parking options, gender-segregated and gender-neutral toilets and shower facilities. 1
The association's paid staff and board members have attended the Ihmisoikeudet urheilussa online training on human rights in sports by the Finnish League for Human Rights. 1
The association has a written plan for reaching out to people from gender minorities. The plan includes information on the barriers to participation that people from gender minorities may face and how to develop the activities to facilitate their participation in the association's activities. 1

Criterion Scoring
Every year, the association issues a written recommendation to its coaches, instructors and athletes over 12 years of age and their parents to attend the Fair Win and Clean Win training programmes by the Finnish Center for Integrity in Sports FINCIS. 0.5
